Summary

In 2014, the gubernatorial-created Mental Health & Wellness Commission recommended a Michigan Department of Health and Human Services (MDHHS) appropriation to implement a primary care health home benefit under Section 2703 of the Affordable Care Act (ACA). Their recommendation was based on the burden of chronic mild-to-moderate behavioral health issues within the Medicaid population, and their comorbidity with chronic physical health issues. As such, the MI Care Team will attend to the Commission’s recommendation and implement a program that targets these issues. It is expected the benefit will reduce unnecessary emergency department visits and avoidable hospital re-admissions costs, and increase health outcomes for the target population.
