It is in the best interest of the citizens of this state that the State of Texas create a health insurance exchange, the Texas Health Insurance Connector, to facilitate, and make transparent the purchase of, small employer and individual health benefit plan coverage in this state, to provide assistance with enrollment of eligible individuals in qualified health plans, and to protect the economy of and the insurance markets in this state.
